Hospital Infrastructure Delivery Fund

The Hospital Infrastructure Delivery Fund provides $320 million to plan the delivery of seven major hospital projects across the state.

The delivery of the seven projects is being sequenced to align with service need and the broader infrastructure program, with the 2024-25 State Budget investing more than $1.6 billion to redevelop three of Victoria’s busiest metropolitan hospitals:

  • $813 million for the Northern Hospital to build a new emergency department including a dedicated paediatrics zone, a mental health, alcohol and other drugs hub and additional inpatient beds
  • $535 million for the Monash Medical Centre to construct a new tower to house additional inpatient beds, new operating theatres, more intensive care unit beds and birthing suites
  • $275 million to expand the capacity of the Austin Hospital's existing emergency department and build a new dedicated paediatric emergency department zone.

These upgraded hospitals will provide growing local communities with better access to emergency departments, inpatient care, and dedicated wards to meet maternal and paediatric needs.

Meanwhile, critical planning and development activities are underway for the remaining Hospital Infrastructure Delivery Fund projects:

  • a new hospital and public sector residential aged care facility for West Gippsland
  • redevelopment of the Dandenong Hospital
  • redevelopment of the Queen Elizabeth II (Maroondah) Hospital
  • expansion of the Wonthaggi Hospital.

The Hospital Infrastructure Delivery Fund aims to achieve the following benefits:

  • plan the delivery of new and improved infrastructure in Victorian public hospitals
  • boost capacity and access to vital public health services
  • improve infrastructure for Victoria’s health workforce
  • ensure Victorians continue to receive high quality care, close to home.

Monash Medical Centre tower expansion

The $535 million Monash Medical Centre tower expansion project includes a new multi-storey tower above the newly expanded emergency department.

The new tower will house additional inpatient and intensive care beds as well as a new operating theatre complex, providing capacity for up to 7,500 more surgeries a year. Expanded birthing suites and maternity inpatient beds will also support around 2,400 births annually.

Early works are expected to commence in 2025, paving the way for main works.

The project is expected to be completed in 2029.

Austin Hospital Emergency Department expansion

The $275 million Austin Hospital emergency department expansion project will add up to 29 extra emergency treatment spaces and a new dedicated paediatric emergency department zone. It will support an extra 30,000 emergency patients every year.

Early works commenced in 2024, paving the way for main works.

The project is expected to be completed in late 2028.

Northern Hospital Emergency Department and Inpatient Unit redevelopment

At the Northern Hospital, $813 million will deliver a new emergency department and inpatient tower. The new emergency department will include an alcohol and other drugs hub, a dedicated acute behaviour treatment space and a dedicated paediatrics treatment zone.

Once completed, it will increase the number of treatment spaces for emergency patients to almost 200.

Construction is expected to commence in 2025.

The project is expected to be completed in 2029.

Queen Elizabeth II (Maroondah) Hospital redevelopment

Planning continues for the Queen Elizabeth II Hospital, a major redevelopment and expansion to the current Maroondah Hospital, to include a new emergency department, operating theatres, day procedure facilities and specialist care spaces.

West Gippsland Hospital redevelopment

Critical planning continues for a new public sector residential aged care facility and state-of-the-art hospital for West Gippsland, to include a bigger emergency department, more operating theatres and inpatient beds for the growing community.

Dandenong Hospital redevelopment

Planning continues on the redevelopment of Dandenong Hospital to include an expanded emergency department, a new intensive care unit and a new outpatient clinic for specialist appointments.

Wonthaggi Hospital expansion

Planning continues on a further expansion of the Wonthaggi Hospital to include two new wards with up to 64 beds, a new labour and delivery complex, a new outpatient clinic and extra car parking.

This project builds on the $115 million Wonthaggi Hospital project completed in late 2022, which delivered three new operating theatres, a new emergency department along with a 32-bed inpatient ward.

This major program of works is being delivered by the Victorian Health Building Authority in partnership with:
