What is the Digital Engineering Framework?
Our DE Framework is set to modernise the design, construction, and management of health infrastructure across Victoria. It provides a structured approach to using digital technologies to improve processes.
The new framework involves adopting cutting-edge digital tools, like:
- data analytics
- simulations
- specialised software.
It includes step-by-step details of what tools and technology need to be implemented by contractors to be eligible to tender for health infrastructure projects.
Using these tools, VHBA and its partners will create healthcare facilities that are more efficient, sustainable, and responsive to patient and staff needs.
Digitising the design and delivery process
VHBA's new framework supports its Digital Build and Data strategy. This strategy envisions the full digitisation of the design and delivery process. It includes:
- setting clear information requirements and governance
- using data for decision-making
- streamlining construction through Digital Engineering and Building Information Modelling (BIM)
- optimising the digital tools that support projects.
These efforts will lead to improved coordination and efficiency from project inception through to completion.
Managing data for better project outcomes
The Digital Engineering Framework provides a scalable and consistent method for managing data across all stages of health infrastructure projects. The method is aligned with the Victorian Digital Asset Policy (VDAP). It improves communication between teams and ensures accurate data is collected. This supports informed decisions and better project outcomes.
At its core, the framework outlines:
- project information requirements for building assets
- asset information requirements for managing completed facilities.
Virtual Buildings Information System (VBIS) Standard
VHBA has adopted the Virtual Buildings Information System (VBIS) Standard as a required classification standard. This will apply to all future $20M+ health sector construction projects in the state.
Mandating the use of the VBIS Standard establishes a common digital classification base. This will underpin the ability to readily verify, contextualise and fully leverage data.
