Frankston Hospital redevelopment

The Victorian Government is delivering a $1.1 billion redevelopment of Frankston Hospital. This is the largest ever health infrastructure investment in Melbourne's south-east.

The redevelopment will transform services at the hospital, delivering a new tower with 12 levels of clinical services and main entrance, 130 more beds, new spaces for mental health and oncology services and 15 new operating theatres.

With more families choosing to make Frankston home, the redevelopment will also deliver expanded women's and children's services. This includes new maternity, obstetrics and paediatric wards, a women's clinic and a special care nursery.

An expansion of the emergency department will deliver a new mental health, alcohol and other drugs hub and a dedicated paediatric zone, providing specialist care for patients, families and carers when they need it most.

Once finished, the redeveloped hospital will have capacity to treat approximately 35,000 more patient episodes each year. This will cut wait times and reduce pressure on other Melbourne hospitals.

Construction is well underway, with main works expected to be completed in 2025.

MENTAL HEALTH AND ONCOLOGY SERVICES

The Frankston Hospital redevelopment will bring together services from across the hospital campus to provide a seamless experience for patients.

The redevelopment will deliver:

  • a new tower with 12 levels of clinical services including a six-storey podium
  • 130 more beds
  • a new main entrance and hospital street to connect new and existing facilities
  • a new operating theatre suite with 15 theatres
  • new spaces for mental health and oncology services
  • new inpatient units
  • a new medical imaging department
  • a rooftop helipad to support transfer of critically ill patients
  • more than 600 new car spaces, including a multi-deck car park
  • a new kitchen and expanded logistics zone
  • expanded women's and children's services, including:
    • new maternity, obstetrics and paediatric wards
    • a women's clinic
    • a special care nursery
  • refurbished and expanded emergency department including:
    • a new mental health, alcohol and other drugs hub
    • a dedicated paediatric zone
  • shell space for future expansion.

The redevelopment will also provide extra community benefits, including:

  • a new community centre
  • a childcare centre
  • expansive landscaping and connection to Beauty Park
  • new bus stops
  • a new pedestrian crossing on Yuille Street
  • new traffic lights at Hastings Road intersection
  • retail and food services for visitors and staff
  • improved staff amenities.

Construction of the main works, including the clinical services tower, is on track for completion in 2025. 

Following the completion of main works, several areas within the existing hospital will be refurbished throughout 2026. Finally, the new community centre and childcare centre will be finished in 2028.

The Frankston Hospital redevelopment aims to achieve the following benefits:

More patients treated

With 130 more beds and 15 new operating theatres, the redevelopment will provide capacity for approximately 35,000 more patient episodes to be treated every year.

Local jobs

The Frankston Hospital redevelopment is expected to support up to 1,700 jobs from construction and new job opportunities for healthcare workers.

Once completed, the redeveloped hospital will create a range of new jobs. This will mean more doctors, nurses and support staff.

Better patient outcomes

State-of-the-art facilities and the co-location of clinical services will support Peninsula Health to deliver enhanced care and improve the safety and wellbeing of patients and staff.

Local access

Increased service capacity will mean more people living in Frankston and the Mornington Peninsula will be able to access the care they need, closer to home.

The redevelopment will be a model of environmental sustainability. We are delivering an all-electric energy solution for the new tower, resulting in carbon neutral power use from day one.

The redevelopment will incorporate innovative energy-saving technology to preserve water, resources, and energy. The mechanical system will deliver 100 per cent fresh air throughout the new tower building. 

Other features include electric vehicle charging stations and circadian rhythm lighting.

The Frankston Hospital redevelopment is being delivered by the Victorian Health Building Authority in partnership with Peninsula Health and the Exemplar Health consortium.

The project will be delivered as a Public Private Partnership (PPP) under the Partnerships Victoria framework. This model brings together a private consortium to design, construct, finance and maintain the new facility for a period of 25 years.

Following a competitive tender process, in 2022 the Exemplar Health consortium was awarded the contract to deliver the Frankston Hospital redevelopment.

The consortium comprises:

  • Capella Capital - sponsor and investor
  • Aware Super - investor
  • Lendlease - builder
  • Honeywell and Compass Group Australia - facilities and maintenance managers.

The design team includes Bates Smart, Conrad Gargett, WSP and Waterman AHW.

Frankston Hospital will remain a public hospital. All clinical healthcare services will continue to be operated and provided by Peninsula Health.

Local businesses and suppliers are encouraged to register interest in the Frankston Hospital redevelopment through the Industry Capability Network (ICN) Gateway.

ICN administers the Local Jobs First Policy on behalf of the Victorian Government.

The Exchange

The Exchange is a social impact initiative led by Exemplar Health. The initiative promotes, coordinates and achieves employment and skilling opportunities for people disadvantaged in the job market.

We value community input and are committed to keeping the local community up to date as the redevelopment progresses.

Consultation identified that increased carparking, improved access to outdoor spaces and clearer wayfinding are important to the community.

Community input was carefully considered in the development of this important project.

The Frankston Hospital redevelopment is a major construction project. It is expected there will be some temporary impacts that will affect the local community.

Temporary impacts may include:

  • increased vehicle and people movement in the area
  • changes to access
  • localised noise and vibration
  • dust.

These impacts will be closely monitored and minimised where possible.

We are committed to keeping the community updated. We will notify neighbouring residents and businesses in advance of major activity through:

  • door knocking (as appropriate)
  • works notices
  • emails
  • project newsletters.

Work hours

Work hours will generally take place between 7am-7pm Monday to Friday and 7am-3.30pm Saturday. This is in accordance with Environmental Protection Authority (EPA) regulations.

Wherever possible, noise generating activities will be scheduled during the day to minimise impact to community members.

Some out-of-hours work will be needed. This will be subject to After Hours Permits being issued by Frankston City Council. Neighbouring residents and businesses will be notified.

Carparking

To accommodate construction of the redevelopment, there will be some temporary changes to carparking near the emergency department. Please visit the Peninsula Health website for the latest information on parking.

Access to the emergency department has not changed and the emergency department remains open at all times.

Pedestrian and road changes

The speed limit on Yuille Street along the hospital site has been reduced to 40km/h and the bus stop on Yuille Street has been relocated to High Street. Pedestrian movement on Yuille Street is restricted and a new pedestrian crossing is in place.

Traffic controllers may be in place to safely allow trucks or machinery to enter and exit the site. For your safety, please remain alert and follow any signage in place.
